The Spiral Council is a secretive, unofficial group of warlocks that operates out of the Spiral Labyrinth. They act as the closest thing warlocks have to a governing body and maintain contact with warlocks in the outside world.

In 2007, the Spiral Council became aware of a cult called the Crimson Hand that was killing faeries and taking their blood. Knowing the blood could be used to summon powerful demons, the Council sent Tessa Gray to infiltrate their headquarters in Venice. However, she was exposed to a potion that disrupted her Changing ability and barely fled with her life. Tessa convinced the Council to defer from bringing the matter to the Clave and give Magnus Bane, the cult's founder, the chance to stop the cult.[1]
