Shimizu-Tokugawa Katsugoro was the Consul of the Clave in the early 1800s.
History[]
Shimizu-Tokugawa apparently came up with ideas for a treaty between Shadowhunters and Downworlders and finally, in 1815, signed the European Downworlder Treaty. His name went down in history as being one of the inspirations for the eventual Accords, even after his death in 1858.[1]
